The Winnipeg Minor Basketball and Peg City Basketball have announced the details of the upcoming 2022-23 Fall / Winter basketball league opportunities.  The programs are open to players ages 5-17 and 18+, including with the Jr NBA (ages 5-6), WMBA Community Club (ages 7-18), Peg City Showcases (grades 5-12), Peg City Future Stars (grades 5-10) and Peg City Adult Leagues (age 18+).

The WMBA Community League is a city-wide league where teams compete against other teams from different areas in the city. Teams are formed based on Community Centre catchment areas. The WMBA adheres to a fair play and zero tolerance model to ensure young athletes are competing in a Fun and Safe environment. The WMBA operates a Fall/Winter League from October through March and a Spring League from April through June. We are now also offerring summer programming in partnership with Peg City Basketball Association. 
 
Current Programs:

Fall/Winter (October-March): WMBA Fall/Winter Community League (ages 7-18) - Registration Open August 15th, 2022.
 
Spring Indoor (April - June): WMBA Spring Community League (ages 7-18) - Registration opens February 27th. 2023.

Age 7-8 (Co-ed): Winnipeg Minor Basketball 
WMBA city-wide program with 1-2 games/week (Saturdays), plus practices
3v3 Cross Court Games
Age 9-12: Winnipeg Minor Basketball
WMBA city-wide program with 1-2 games/week (Saturdays), plus practices
9-10 Boys and 9-10 Girls - 4v4 Cross Court Games
11, 12 Boys and 11-12 Girls - 5v5 Full Court Games

Fees:
Total League fees are made up of the WMBA league fees($285) + the individual Community Club fees. Community Club fees will vary from district to district. 
 
 *The WMBA relies heavily on community use school permits for team practices. We feel confident school permits will be granted to all Community Centres this season.

The WMBA is proud to offer the two Peg City Youth Basketball Leagues and a NEW developmental league. These leagues give club-level players an opportunity to compete in high-level, exciting basketball competitions, in various age distinctions from grade 5 through grade 12.  Peg City Club Teams will compete for the Championship in a seeded consolation bracket based off power rankings from the regular season.

PLAYING TIME
Four 10-minute quarters (stop time)
GAME AND SITE MANAGEMENT
WMBA will be responsible for referees, website updates (stats, standings, players of the week), and scheduling all league games and the championship tournament.
GAME BALL
The official game size basketball for Gr 5 boys & all-girls teams will use the size 5 basketball.  Gr. 6,7, and 8 boys teams will use the size 6 basketball.
TIMEOUTS
Each team will be given two 60-second timeouts to be used at any point in the game. (An additional timeout will be added for Overtime)
OTHER RULES
Each team will be given 5 minutes to warm up and 5 minutes for halftime. (The game time will also be the forfeit time. No grace period will be allowed).
Each team is responsible for cleaning the bench area after games
Each team is allowed three coaches/managers
A player may only play for one Club per season. Players may play up a grade/age division but it must be with a team from the same Club.
Each team is responsible for their warm-up and game balls. WMBA will supply the game ball.
No Zone Defense

All protests must be submitted in writing to the WMBA. Teams being protested must produce a legal birth certificate. A final decision will be made by the WMBA and will not be subject to any further discussion. Proof of eligibility (birth certificate and current year report card, passport) must be produced in the event of a protest.

Peg City Future Stars League(Gr 5- Gr 10)

Peg City Basketball is extremely excited to announce a NEW developmental house league this Fall. 
There will be three registration/intake periods:
September 2022 (October-November): We are excited to offer players another option if they didn't receive a call back for any club team tryouts this fall. We would also love to see any competitive community players looking for further training and gameplay from an experienced coaching staff. 
December 2022 (January-March): We are excited to offer players another option for development, who didn't make their school team tryouts. We would also love to see any competitive community players looking for further training and gameplay from an experienced coaching staff.
March 2023 (April-June): Open to all players looking for additional training and gameplay.

RULES & REGULATIONS
FIBA playing rules, all games are determined by the Elam Ending
Three 8-minute quarters (stop time), fourth quarter Elam Ending implemented at the 4-minute mark. 
What is the Elam Ending? 
The Elam Ending differs from a traditional basketball game conclusion in that the game ends when the first team reaches a set target score as opposed to when the fourth quarter or overtime period is over. The shot clock is still enforced and every game ends on a winning basket, which could be a field goal of any kind (two-point or three-point) or a free throw. 
When does it happen in the Future Stars League(FSL)? 
Every FSL game across the regular season and playoffs concludes with an Elam Ending. The first three quarters follow normal FIBA rules, slated at 8 minutes each, but with the first stoppage of play at or beyond the 4:00 minute mark of the 4th quarter of each game, timed play will end and a target score will be set, equal to the leading team’s score plus nine (9). 
Example: At the stoppage, if the game’s score is 77-71, then the target score after adding 9 points is 86. If the game is tied at the time of the stoppage, the first team to score nine points will win the game. If the first stoppage at/under 4:00 is a foul shot resulting in free throws, the free throw(s) will be administered before setting the target score.  
Why is the Elam Ending effective? 
The Elam Ending is effective in that it limits excessive fouling and the need for rushed possessions when teams are trailing in the latter stages of the game providing a better flowing, fast-paced conclusion. The format also puts an emphasis on the excitement surrounding the finish as a shot of some kind as opposed to the buzzer will always end the game.
Who invented the Elam Ending?
The Elam Ending was created by Nick Elam, a university professor at Ball State University. Prior to being adopted by the CEBL for the full 2020 season, the format had been popularized in The Basketball Tournament (TBT), a single-elimination tournament based in the United States, as well as by the NBA as the adapted format for its All-Star Game since 2019.

Peg City Senior League - Ages 18+

Peg City offers a 20-game regular season with guaranteed playoffs. Full game statistics, career stats, and all-time records. A consistent schedule with games every Sunday. 
 
Teams can pay their league fees in one lump sum or by installments. Installment payments are subject to an administration fee. 
 
Early Bird [Save $200!] Registration Period: August 15th - September 1st
 
Team Registration: $2650 + $200* deposit (due September 1st, 2022)
or First Installment: $1700 + $200* deposit (due September 1st, 2022) / Second Installment: $1000 (due December 1st, 2022)
 
Free Agent Registration: $285
 
Registration Period: September 1st - September 12th
 
Team Registration: $2850 + $200* deposit (due September 12th, 2022)
or First Installment: $1900 + $200* deposit (due September 12th, 2022) / Second Installment: $1000 (due December 1st, 2022)
 
Free Agent Registration: $300
 
*All teams must pay a $200 default deposit in addition to league fees. Returning teams will be automatically credited their previous year’s deposit provided no games defaulted.
 
Important Note: Basketball Manitoba Membership/Insurance costs have been removed from the overall team cost. Instead, a $27.50 membership fee will be collected individually from each player. Like previous years, the fee covers the required Basketball Manitoba Membership/Insurance and photo ID.
Moving to this format will ensure we receive the necessary waivers and contact information from each player. It will also help reduce costs for those who play in Summer League or on more than one team as coverage will be valid for the entire year and across multiple teams.
